The Persian Empire, Ottoman Empire, the Chinese Empire, etc. But while all of these empires seemed on par or more successful than the European population, Europe was slowly stabilizing and solidifying practices of judicial law, economic infrastructure, and governmental practices that the other empires were not even thinking about.
