At the time of the Crime Bill, black Americans were just as much the VICTIMS of crime as its perceived perpetrators. Black Americans who had black Congressional Reps were encouraging them to pass the Crime Bill. I don't know if you were alive and at the age of awareness during the 90s, but the clamor for an anti-crime bill was overwhelming. Biden didn't pass it by himself.
