I'm a little older than you, so I can tell you, quite reliably, that a national commercial makeup line for black women existed before Fashion Fair. It was Flori Roberts. I was introduced to it in 1969, and I wore it for decades well into the 80s, when I couldn't find it anymore. By then, the major cosmetics companies were including more shades. My hat is always off to Flori Roberts, however.
