In 1977, I heard a speech by NAACP President, the Rev. Benjamin Hooks. He warned the crowd of the coming of "James Crowe, Esquire." He was right. We saw it the following year with the Bakke decision, and we've been seeing it ever since. The U.S. Congress "James Crowe" us, state legislatures "James Crowe" us, and the Supreme Court delights in it. The new dance is fancy stepping in court, but it's still Jim Crow.
