Most issues in politics are more complicated than they seem, which is why you should not presume that Democrats DO NOT bring more democratic legislation to the table. it's that often they're procedurally not allowed to, and often, as we have seen with the filibuster and voting rights, once they're on the table Republicans make sure that they die there. You have a promising premise which makes for entertaining reading, but I'm finding it one sided. I'm going to have to find the 45-minute version to find more evidence for both sides beyond the convenient 9.9% figure.
