The federal government has some awesome capability, but do you really think it has the capacity to erect or retrofit buildings, furnish machines, staff, and materials quickly enough to make up the production of a large manufacturing facility? He's correct. It is not the government's job to manufacture infant formula. It is the government's job to alleviate the shortage, assist parents, and ensure that the formula goes to the areas of most need. There's nothing to interpret.
