There are many genres I won't watch, and police procedurals are chief among them. The viewing public doesn't realize that when it takes the point of view of law enforcement, no matter how "cool" some of its characters may seem, they are being groomed to look at society as good people (the mostly white cops) versus the baddies (generally people of color.) We are being pulled into a conservative mindset where we are encouraged to look at life through the eyes of the enforcers. I guess programs with social workers wouldn't be that compelling!
