We don't have more equal schools because American society does not want more equal schools. We believe that poor chldren should share the status of their parents. It isn't that we don't expect much from them; it's that we don't care. We are missing out on so much talent and potential because we don't want to share resources with "other peoples' chidren." Those with more resources will always be willing to spend more to give their children a leg up. True merit and equality scare them. They rig the game so they can stay on top.
