You are making the "excuses" that all DEI opponents make. You are, essentially, saying that diverse applicants are unqualified and that a "false metric" is being used to decide if organizations have reached their diversity goals. All white people who get jobs believe themselves to be "the best qualified." If another white person gets the job, then the losing applicant might comfort him/herself with "Well, maybe they knew somebody," but rarely do they presume incompetence on the part of another white person. Further, if America wanted to address the disparities you mentioned, then it already has the means. It lacks, however, the motivation.
