You understand that ANY Senator has a right to do that. That''s how the Republicans held up so many of Obama's nominees. It just happens to be Rand Paul this time. In fact, any time you FAIL to vote Democratic, then you are allowing Republicans to make your decisions for you. You're smarter than that.
